   The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)
   implements the project Strengthening of socio-economic participation
   of IDPs, refugees, and vulnerable host population in Mali which is
   commissioned by the German Federal Ministry for Economic Cooperation
   and Development (BMZ) under its Special Initiative Forced
   Displacement�.
   The project aims at improving the socio-economic participation of
   internally displaced persons (IDPs), refugees and the vulnerable host
   population in selected host communities in the regions of Kayes, Ségou
   and metropolitan area of Bamako.
   The project pursues an integrative approach, i.e. refugees, IDPs and
   the vulnerable host population are addressed equally. It will be
   implemented at municipal level in an estimated 15 municipalities in the
   three regions mentioned above.
   The project is being implemented along three outputs.
    Output 1 aims to improve access to vocational and social
   qualification measures for the target groups. Participatory approaches
   are used to identify the qualification needs of the target groups.
    Output 2 aims to improve the target groups' access to income
   opportunities.
    Output 3 aims to improve the conditions for social cohesion between
   IDPs or refugees and the local vulnerable population, thereby promoting
   the sustainable positive impact of the qualification and
   income-generating measures and socio-economic participation at local
   level (Output 3 is not relevant for these ToR). The contractor will be
   responsible for the implementation of Output 1 and will contribute to
   Output 2.

   II.2.4)Beschreibung der Beschaffung:
   The contractor will be responsible for the implementation of output 1
   as described below and will contribute to output 2.
   Output 1: the access of IDPs, refugees and vulnerable host population
   in selected municipalities in the regions Kayes, Ségou and metropolitan
   area of Bamako to vocational and social qualification measures which
   are geared towards target group and labour-market needs, is improved.
   Indicators
   1) 1 000 persons (50 % IDPs and/or refugees, 50 % vulnerable host
   population, 35 % women and 70 % youth) have participated in short and
   medium-term vocational qualification measures.
   Baseline: 0 participants (until now, no qualification measures
   specifically geared towards target groups offered).
   Target: 1,000 participants (35 % women, 70 % youth).
   2) In 15 municipalities, decentralised vocational and/or social
   qualification measures have been introduced and/or improved.
   Baseline: 0 municipalities (until now, 0 municipalities have introduced
   qualification measures specifically aimed at target groups).
   Target: 15 municipalities.
   Key activities in output 1:
    conceptualisation and implementation of local employment and labour
   market analysis;
    participatory development of gender-sensitive approaches, adapted to
   target groups' needs which help to identify further qualification
   needs;
    training of trainers and multipliers on e.g. teaching methods (e.g.
   gender sensitive, violence-free conflict transformation, dealing with
   students affected by trauma) as well as technical training;
    implementation of decentralised, short-term (possibly digital)
   qualification measures (incl. literacy and life skills courses incl.
   modules on conflict transformation, job application training,
   professional appearance at the work place, etc.),
    implementation of centre based, medium- or long-term qualification
   measures in sectors/on topics relevant for target groups' needs.
   Output 1 aims at improving the access of the project's target groups to
   vocational and social qualification measures. Based on participatory
   approaches, qualification needs of the target groups are identified.
   Selected training centres and NGOs (especially for decentralized,
   mobile and possibly digital approaches) are strengthened in their
   capacities in order to provide qualification measures geared towards
   target groups' and the labour market's needs (e.g. translation of
   training contents, recruitment of trainers with specific language
   skills, adaptation of barrier-free infrastructure in order to promote
   inclusion of people with disabilities, introduction of digital contents
   and approaches, etc.). Due to socio-cultural norms (e.g. the husband of
   a married woman needs to formally agree to her participation in
   qualification measures), the access for women to longer term,
   centre-based offers (which are often located in urban centres) is
   challenging. Hence, decentralized, mobile and short-term offers are
   developed and expanded. Qualification measures include technical
   content, digital literacy, literacy and life skills courses, conflict
   transformation modules, job application training, etc. The project
   seeks to include the private sector into the development of nationally
   accredited course content. Important milestones: finalised needs
   assessments of the target groups in the selected municipalities,
   established partnerships between the private sector (e.g. business
   associations, chambers) and providers of qualification measures;
   qualification measures which are developed and/or adapted according to
   the target groups' needs and are implemented. Digital approaches have
   to be considered and tested.

   It is possible that additional funds will be provided for a follow-on
   phase of the project. This may require a contract extension or
   follow-on consultancy contract. This is optional and depends on the
   programme priorities and the budget availability.
   In the above cases GIZ reserves the right to award contracts for
   additional services of this type within the framework of the basic
   project described in the terms of reference to the successful company
   in this tender by means of a negotiated procedure without prior call
   for competition.
   The price adjustment pursuant to section 5.25 of the general terms and
   conditions of contract shall be determined by the mean collectively
   agreed salary increases under GIZ's collective bargaining agreement
   during the term of this contract.
